E-health system failure. „The problem is unfortunately serious”

The e-health system underwent maintenance over the weekend, leading to delays in the issuance of e-prescriptions. – If someone does not urgently need to fulfill an e-prescription today, it is advisable to wait until tomorrow, – advises Tomasz Kulas from the Ministry of Health during an interview with the business section of tvn24.pl.
– This issue affects the entire e-health system in Poland, – comments Kulas.
He elaborates that the challenges or temporary unavailability of the system impact not only the issuance of e-prescriptions and their fulfillment at pharmacies but also the generation of referrals and even conducting teleconsultations. There may also be instances when websites are not operational.
– Unfortunately, this problem is quite serious, – he stresses.
Reasons
– At present, we are identifying issues related to software updates from the manufacturer of the devices utilized in the e-health system on multiple levels. These involve network devices, – Kulesza mentions, adding that they are provided by one of the largest American manufacturers and are in use globally.
– We are exploring various solutions, operating around the clock to mitigate this. Currently, we have scheduled a meeting directly with the device manufacturer that likely caused the issues to expedite their replacement in the server rooms. It is probable that these devices did not receive a system update. We are hopeful this will resolve the problem, – says Kulas.
The Ministry of Health also notes that it is in communication with an external supplier who „ensures the provision of services, including the issuance of e-prescriptions in Poland.”
– Independently, we are also attempting to create – let’s say – workarounds for these devices, allowing the system to function. However, it operates with noticeable delays and periodic performance issues, which are directly linked to the devices I referenced. Nonetheless, it is operational, – he emphasizes.
He clarifies that there are lengthy intervals when the issuance and processing of e-prescriptions function normally. – However, there are also times lasting several minutes when it runs significantly slower. During those times, our system displays 200-300 e-prescriptions per minute, instead of the usual 3-4 thousand, – he explains.
„It’s better to wait until tomorrow”

The Ministry of Health has devised an emergency plan for such scenarios. – The procedure is outlined in detail on our websites and social media. We refer to this protocol, – he elaborates.

The e-Health Center announced on Monday that there may be delays in the functionality of the e-health system, which includes intermittent challenges related to issuing prescriptions and referrals. The e-Health Center indicated that this is linked to services provided by an external supplier.
The e-Health Center also reassured that its specialists are monitoring the situation closely and are in constant contact with the external entity responsible for maintaining the IKP and mojeIKP systems, which has identified issues undermining the smooth operation of these systems.
„The e-Health Center is collaborating with an external supplier and the manufacturer of devices associated with the reported technical problems to resolve the issues as swiftly as possible,” the statement read.
The Center added that these problems do not compromise data security within the e-health system (P1) in Poland.
An e-prescription serves as a digital counterpart to a traditional paper prescription. Since January 1, 2020, prescriptions must be issued electronically.
