CPK. President Karol Nawrocki announces legislation regarding the Central Communication Port

Tomorrow, I will present a proposal to restore the traditional design of the Central Communication Port, stated President Karol Nawrocki during his address in the Sejm.
„We require large-scale, transformative investment initiatives,” remarked President Karol Nawrocki in his speech at the Sejm. He indicated that he would regularly discuss the CPK.

– Tomorrow, I will present legislation to revert to the traditional configuration of the central communication port – noted Nawrocki.
He further stated: – They have identified their economic engine for the upcoming decades, which will enable our growth.
In his view, transformative investment projects in Poland can be categorized into „those that are entirely stalled, those that have been scaled back, and those – at best – postponed.”
Thus, he invited Prime Minister Donald Tusk and his cabinet ministers to „a meeting of the Cabinet Council, scheduled for August.”
„I wish to engage in discussions regarding development investments with the Polish government, focusing on the most crucial projects ahead of us, along with the status of public finances. Mr. Prime Minister, as the President of Poland, I feel it is my duty to have comprehensive information on the condition of the Polish state,” he communicated to Donald Tusk.
He believes Poland requires „grand plans and investments.” „We can no longer serve as a subsidiary to our western neighbors or the entire European Union,” he asserted.
He emphasized that Poland must pursue an economic strategy that „will foster a form of economic competitiveness, particularly in relation to Western Europe.”
The President highlighted that over the past 35 years, Poland has achieved economic progress, yet „specific social groups or regions within Poland” have been left out, and „it is essential to rectify this.”
Progress on CPK
The Central Communication Port (CPK) company plans to submit a building permit application for an airport near Baranów in 2025, announced Maciej Lasek, the government’s representative for CPK, on Tuesday. A contract for the terminal’s construction is anticipated to be signed in 2026, at which point construction will commence. The opening is slated for 2031.
„We are transitioning from the planning and design phase to the construction phase. In the past year and a half, 176 contracts have been finalized, many of which are implementation agreements,” stated Deputy Minister of Infrastructure Maciej Lasek.
He noted that over the last 19 months, a location decision for the airport has been secured, the construction design for the terminal and railway station has been presented, and through dialogue with residents, hundreds of hectares of land have been acquired. Additionally, a Multiannual Program has been adopted, ensuring investment financing for 2024-2032, and a plan for upcoming tenders has been outlined, which is expected to reach PLN 30 billion in 2025 alone.
– All of this serves as concrete evidence that the CPK project is being steadily pursued, and its key component – the new airport and the Warsaw-Łódź High-Speed Rail line – will be constructed as planned by 2032 – assured Lasek.

Overview of CPK
The CPK Program involves the construction of a central airport located between Warsaw and Łódź, along with a high-speed rail network. The new airport will initially accommodate 34 million passengers annually and will be expanded flexibly over time, in alignment with market demands and forecasts.
According to the established timeline, construction of the CPK Airport within the municipalities of Baranów, Wiskitki, and Teresin is set to begin in 2026. The airport is expected to receive the necessary certifications in 2031 and is scheduled to open in 2032, coinciding with the launch of the first section of high-speed rail in Poland: Warsaw – CPK – Łódź. The projected investment cost by 2032 is PLN 131.7 billion.
