Prime Minister Donald Tusk stated that PiS politicians are upset that Poland „secured the highest amount of funding in Brussels compared to all EU nations” and that they are „always eager to spoil the happiness of Polish achievements.” Representatives from PiS argue that the proposed new EU budget is unfavorable for Poland.

„What is it that frustrates PiS supporters today? The fact that Poland has obtained the largest sum of money in Brussels among all EU countries. What triggered their irritation yesterday? European Union budget for 2028-2034

On the previous day, Wednesday, the European Commission unveiled its proposed €2 trillion EU budget for the years 2028-2034. This new budget emphasizes integrating sector-specific policies into national plans and anticipates a five-fold increase in defense spending. The proposal includes allocations such as €300 billion for agriculture, €451 billion for the Competitiveness Fund, and €218 billion for less developed areas.

As per unofficial reports from the Polish Press Agency (PAP), Poland is expected to receive over EUR 100 billion from the cohesion policy and the Common Agricultural Policy within the new EU budget.

PiS’s discontent

The new budget has faced criticism from PiS representatives. Former Prime Minister Mateusz Morawiecki stated during a Thursday press briefing that „this is the worst European budget from Poland’s viewpoint” and that we are „being outmaneuvered right before our eyes.” Morawiecki claimed that the EU, with the approval of Prime Minister Tusk and Budget Commissioner Piotr Serafin, „is proposing measures aimed at extracting money from the Polish budget.”

Previously, Piotr Mueller, a member of the European Parliament from this faction and former government spokesperson, evaluated on the X platform that the new budget allocates proportionally fewer resources for Poland than the current framework negotiated by Morawiecki. According to Mueller, the new EU budget also threatens the integrity of the independent Common Agricultural Policy.

Former Agriculture Commissioner Janusz Wojciechowski replied to the tweet from the Polish Prime Minister. „EUR 100 billion for Poland (equivalent to what Ukraine receives) from the nearly EUR 2 trillion EU budget. Poland, which constitutes 8% of the EU population, is set to receive 5% of the EU budget. A remarkable achievement for the government…” he remarked.

Budget Commissioner Piotr Serafin mentioned on Wednesday that Poland, despite „rapid development in recent years – with projections indicating continued growth in the coming years – will remain the largest beneficiary of (…) national and regional partnership programmes.” Finance Minister Andrzej Domański, among others, also emphasized Poland’s position as the largest beneficiary of the largest EU budget ever.
