Housing allowance for uniformed services. The government has adopted the bill.

The monthly housing allowance designated for uniformed services is set to be 1,800 złoty. This provision is included in the proposed amendment to the regulations. Additionally, new methods for reimbursing travel expenses for officers are also anticipated.
The measures outlined in the proposal focus on the accommodation of officers from the Police, the Border Guard, the State Fire Service, the Internal Security Agency, the Foreign Intelligence Agency, the Military Counterintelligence Service, the Military Intelligence Service, the State Protection Service and aim to enhance various aspects of service conditions.
Up to 1,800 PLN for officers
„The new legislation will enhance the housing circumstances for officers of uniformed services. They will have the right to select their accommodations. This law is very adaptable,” remarked government spokesman Adam Szłapka during a press conference following the Council of Ministers meeting.
He further stated that officers belonging to services under the Ministry of Interior and Administration will be eligible for tax-exempt housing allowances reaching up to PLN 1,800 each month.
New housing allowance rules
As per the proposal, the current housing entitlements, including the right to housing or a substitute for lack of housing, cash compensation for the renovation of occupied residential properties, and financial support for securing a residence, will be replaced by a new arrangement granting the right to accommodation, akin to the provisions applicable in the Polish Armed Forces.
The draft indicates that officers from services under the Ministry of Interior and Administration, appointed for a preparatory service period or on a permanent basis, are entitled to accommodation at their service location or, upon a justified request, at another location from the date of their appointment to their first official position until their dismissal from service.
This entitlement can be fulfilled through the allocation of a dwelling, temporary lodging, a spot in a boarding school or boarding house, or through the provision of a housing benefit. The officer will have the option to select the appropriate method. Officers will not qualify for these types of accommodation if they or their spouses already possess or jointly own an apartment.
Reimbursement of travel expenses
The legislation also introduces new travel reimbursement options for officers living outside their duty station. Officers from the services mentioned in the bill will receive monthly allowances, which will vary based on the distance from their home to their workplace: up to 30 km – PLN 140; over 30 km to 50 km – PLN 180; over 50 km – PLN 220. The distance will be measured by the shortest public road from the administrative boundaries of their residence to the administrative boundaries of the duty location.
Amendments to the Act on the SOP are also proposed, introducing a holiday bonus for officers of this service who qualify for holiday leave within a given calendar year, as well as the right to travel at the SOP’s expense once a year to a chosen destination within the country and return for the SOP officer and their family members.
The Act, aside from certain provisions, is intended to come into effect 30 days following its publication, with a start date of July 1, 2025.
This bill results from an agreement reached between trade unions and the Ministry of Interior and Administration on March 6, 2025. Under this agreement, the Minister of Interior and Administration committed to developing and presenting a draft law within 14 days of signing the document, which introduces a housing benefit for officers, modeled after the existing provisions in the Polish Armed Forces. The Minister also agreed to implement the regulations concerning the housing benefit by July 1, 2025.
