– If small and medium enterprises are absent, the National Health Fund (NFZ) will not receive either significant or minimal health insurance contributions – stated Paulina Hennig-Kloska, Minister of Climate and Environment, during „Fakty po Faktach” on TVN24. She expressed her eagerness to meet with President Andrzej Duda to persuade him to endorse the act.

– This parliamentary process is nearing its conclusion, so I would be very glad to have a meeting with President Andrzej Duda. I will clarify that without small and medium-sized enterprises, neither high nor low health insurance contributions will flow to the National Health Fund. This is the situation we have been dealing with since the Polish Deal – she remarked.

– I have already conveyed directly to the Left, both in person and through the media, that I feel somewhat deceived and disappointed. Throughout the legislative process concerning the health insurance contribution act at the government level, all representatives of the Left supported this measure – she commented.

Last week, Magdalena Biejat, the Left’s presidential candidate, called on President Andrzej Duda to veto the bill that reduces health insurance contributions for entrepreneurs. Previously, Adrian Zandberg, the Razem party’s presidential candidate, had discussed this matter with Andrzej Duda.

Government Reconstruction. Hennig-Kloska: I’m not considering it

The Minister was also inquired whether she had contemplated a scenario in which she might be ousted from the government as a result of the reconstruction.

– There is no discussion regarding this issue; I don’t even dwell on it. We are the most effective ministry, and thus far, parliament has approved the majority of our laws and the highest number of programs funded by European resources, yielding tangible results. The most deregulation has been introduced so far, and as part of this social initiative, we receive numerous proposals, which we are also implementing – she stated.

– I don’t have the time today to ponder what the government will look like in a few months. My focus is on this role – she added.

Hennig-Kloska: I empathize with every entrepreneur awaiting funds

The discussion also touched upon the Clean Air program. – I empathize with every entrepreneur who is anxiously waiting for their funds. We aim to differentiate between problematic cases and those investments that have been reliably executed to expedite these payments. However, my primary objective is to safeguard citizens who have been defrauded, and there are many such cases, as evidenced even in the photographs – she remarked.

– We are facing issues in two regions: Rzeszów and Kielce, where the highest number of frauds occurred within the program – she emphasized.

– Payments are not halted; we are currently reviewing them. Initially, we encountered significantly longer queues. When I assumed the ministry, I inherited contracts amounting to PLN 8.5 billion without funding. I was faced with a financial gap because my predecessors had utilized funds from the KPO that had not yet been activated. I lacked the resources to settle these contracts – she explained.

– We also had applications valued at almost three billion złoty that were not registered in the cabinets. Currently, such situations no longer exist. All these application queues during the application hiatus have been „cleared,” although there remain queues in these two regions, and we are actively working to address this issue – she noted.

Andrzej Duda seeks counsel

The Senate voted on Wednesday to pass the amendment to the act concerning healthcare benefits funded by public resources, along with specific other acts that reduce the healthcare contribution for entrepreneurs starting in 2026. On Thursday, the president, while addressing delegates from the NSZZ „Solidarność” trade union, mentioned that he would require their advice in determining the future of this regulation. – Yes, I will consult the Social Dialogue Council on this matter shortly; I will seek (…) their opinion and, of course, I will also request Solidarity’s opinion on this issue, as their perspective is critically important to me – the president declared. On the first day of the session, the National Congress of Delegates (KZD) adopted a stance against the act modifying the healthcare benefits financing act.
