Shelter owners must report this by March 31, 2025.
Owners, perpetual users, and administrators of buildings designated as shelters or hiding places are required to report this by March 31, 2025. This is a new duty established by the Act on Population Protection and Civil Defense.
This notification must be submitted to the relevant local commune head, mayor, or city president, via the Commune or City Office, within 90 days of the Act coming into effect, specifically by March 31, 2025.
The notification should include details such as the address of the property or the plot number where the protective structure is situated, the legal title or information regarding the management of the facility, and contact information.
This new obligation was introduced by the Act of December 5, 2024, regarding population protection and civil defense.
Shelter and hiding place
A shelter or hiding place is classified as a protective structure.
A shelter refers to a building or part of a building with a sealed and airtight design, equipped with filter-ventilation systems or regenerative absorbers. It safeguards individuals, equipment, and material assets against various hazardous factors.
A hiding place refers to a building structure or part of one that is not hermetically sealed. It offers protection for individuals, equipment, and material assets against certain dangerous factors, though it does not shield against toxic warfare agents. For instance, it may provide defense against shrapnel or debris. Hiding places are intended for temporary protection of the population.
