„This trial will arouse a lot of emotions”
– We are initiating consultations with the residents, which will likely be a challenging process, as it will evoke strong emotions, as always occurs with such initiatives. However, I remain hopeful – stated Marcin Kierwiński, the minister and government representative for post-flood reconstruction, during the program „Fakty po Faktach”. On Wednesday, the „Flood Risk Reduction Program in the Nysa Kłodzka catchment area” was unveiled to local government representatives.
This initiative was formulated by the State Water Management Polish Waters, under the direction of Prof. Janusz Zaleski, who is the director of the Odra-Vistula Flood Protection Project. Last Friday, the core principles of the program received approval from a team of flood resilience experts operating within the Chancellery of the Prime Minister.
The initiative encompasses a series of detailed actions aimed at enhancing the safety of residents in Kłodzko and Ząbkowice counties in the Lower Silesian Voivodeship, as well as Brzesko and Nysa counties in the Opole Voivodeship, devised to bolster the flood resilience of the local population.
The program was crafted by a group of specialists led by Professor Janusz Zaleski, with its primary objective being to improve the safety of inhabitants in the Lower Silesia and Opole regions.
The „Flood Risk Reduction Programme for the Nysa Kłodzka River Basin” outlines a total of 20 potential locations for retention reservoirs, with six variations specifically for the Biała Lądecka River Basin.
– We are just beginning the consultation process regarding this program; today we presented it (…) to local government officials. We are now commencing consultations with the residents, which will likely be a very arduous process, as it will probably provoke a lot of emotions, as is usual with such programs. Nonetheless, I am optimistic. We have put forward an excellent program that has received full endorsement from the scientific community (…). Currently, it is a project that ensures a substantial decrease in the flood risk in the Kłodzko region – remarked Kierwiński.
Six options, up to PLN 4 billion
As he pointed out, six options have been put forth under the program, which will now undergo public consultation.
– They vary in terms of the funding required, as well as the extent of risk reduction. In this regard, we do not quantify the reduction in percentages, indicating that „the risk decreases by this and that percentage.” Instead, we focus on how many homes or areas that were previously and currently at risk of flooding may potentially be affected by these weather anomalies. This represents a significant reduction, with experts estimating it to be over 75 percent – he noted.
The government representative indicated that the estimated cost will be around PLN 4 billion, and „we will establish the precise financing and sources of funding once specific options are selected, which is precisely the purpose of the public consultations.”
Kierwiński was queried about the number of individuals that may need to be relocated due to the construction of the reservoirs. – I have been very clear. We aim to propose a system for managing property ownership that will eliminate the necessity for displacement. These will be voluntary buyouts, but concerning the scale of this process we propose, it may impact between 150 to 230 individuals, depending on the chosen variant. These are not the thousands of people that some irresponsible politicians have repeatedly warned about – he emphasized.

Minister Kierwiński, when asked to evaluate whether „it was worthwhile to meet with Donald Trump for such a brief discussion,” especially since no specific outcomes were disclosed, replied that he believed „it was worthwhile” because „every dialogue with the President of the United States holds significance”.
– However, I must express that the president (Duda – ed.) should conduct a thorough review within his office, as the way this visit was arranged, along with the treatment of the president, primarily by his own team, is utterly unacceptable – stated the KO politician. – There must be accountability. It was allowed for the dignity of the president of the Republic of Poland and the office to be compromised, and there should be repercussions for that.
Kierwiński underscored that each visit to the United States and conversation with the President of the United States is crucial, but it should occur under suitable conditions.
– Ultimately, the president represents the Republic of Poland, thus the quality, prestige, and context of this visit should align with the stature of the president of a major European nation – he remarked during „Fakty po Faktach”, referring to the organization of the meeting between Presidents Duda and Trump, which lasted only a few minutes.
Allegations against Mateusz Morawiecki
Kierwiński, when asked to comment on the statements made by Mateusz Morawiecki, who declared that he would „not create a scene” at the prosecutor’s office, where he is expected to appear on Thursday to face charges regarding the organization of the so-called envelope elections, responded that he had heard similar promises before, but the outcomes were different.
