The Central Communication Port (CPK) organization is set to unveil tenders worth around PLN 30 billion this year, according to Maciej Lasek, the Deputy Minister of Infrastructure and Government Plenipotentiary for CPK. A key focus will be the tender for constructing the airport terminal.

– By year-end, the Central Communication Port entity will announce tenders totaling an estimated PLN 30 billion. These upcoming proceedings will be in addition to those already in progress – Lasek stated during a press conference on Monday. He noted that when combined with the ongoing proceedings worth PLN 4 billion, the total will reach roughly PLN 34 billion by 2025.

Filip Czernicki, the President of the CPK Management Board, remarked that „the tenders of the highest value will commence in the latter half of this year”.

One of the most significant tenders

Lasek reminded that in 2024, around 60 tenders worth over PLN 8.3 billion were issued. – This merely demonstrates (…) that the plan we set forth last year, after rendering the CPK project more feasible, is maintaining its pace and actually accelerating compared to the previous year – he commented.

The Deputy Minister of Infrastructure emphasized that one of the most crucial tenders that the CPK firm plans to announce this year will be the „competitive dialogue for the construction of an airport terminal”.

The following two, as he mentioned, will pertain to the construction of the initial railway line (line no. 85, the so-called Y), which is intended to link Warsaw and the CPK Airport with Łódź.

The fourth of the key planned tenders concerns the design and construction of 90 km of roadways surrounding the CPK airport, including their integration into the national road network. Each of these procedures is expected to exceed PLN 1 billion in value.

Lasek indicated that the CPK project is being „steadily executed”. – We are adhering to the timelines developed last year. 2032 is the target year when the first aircraft will depart from the new airport in Baranów – he assured.

He added that alongside the airport project and the „Y” line, it is also essential to construct a central rail trunk line to the Tri-City and complete line 170 from Katowice to the Polish border, heading towards Ostrava. – Discussions regarding the integrated rail network across Poland are ongoing, and based on these discussions, we are formulating a plan for subsequent actions within the company – he stated.

The president of the CPK organization, Filip Czernicki, shared during the conference that tenders in the second quarter of this year are projected to be valued at around PLN 1 billion, in the third quarter – nearly PLN 20 billion, and in the fourth – PLN 10 billion.

Czernicki also reminded that the CPK company announced (on Friday – ed.) the contractor for the long-distance tunnel in Łódź. – This is already a significantly progressed project, and we also have an application for co-financing from European Union funds. (…) We are well advanced in the proceedings related to the high-speed railway implementation on the Warsaw-Łódź segment – he added.

He also pointed out that a procedure for a baggage handling system (BHS) is currently in progress, which – in his view – „will be critical” for the execution of the terminal project.

– It’s somewhat akin to the bloodstream for a human, this baggage system must be integrated into the very fabric of the terminal; therefore, we wish to select the supplier of this system now. We are conducting a competitive dialogue with three main suppliers of this system, and I also anticipate favorable offers – he mentioned.

He noted that the estimated value of the proceedings concerning the BHS system is around PLN 2 billion. Meanwhile, the contract for the construction of the tunnel in Łódź is expected to amount to PLN 1.7 billion net. Together with other proceedings, their aggregate value is approximately PLN 4 billion.

The order for the tunnel construction entails excavating a tunnel for long-distance trains from the Retkinia chamber to the Fabryczna chamber, along with the necessary infrastructure for the tunnel’s operation, chambers, and railway line. The proposal received the highest rating out of five submissions based on criteria including price (70%) and the contractor’s experience and competence (30%).
