Receiving official messages on your phone via the mObywatel application is getting closer

The option to receive official notifications on your mobile device through the mObywatel application is one of the new features that will be enabled by the updated regulations on electronic communications. This initiative has recently been included in the legislative agenda of the Council of Ministers.
– The e-delivery box in mObywatel is on the horizon! – proclaims Deputy Minister of Digital Affairs Dariusz Standerski, as reported in a press release from the Ministry of Digital Affairs.
„The proposed amendment includes integration with the mObywatel application, facilitating the reception of official communications directly on the phone, improving the setup process for an electronic delivery address, data exchange between registers, and the introduction of a new Catalogue of Public Entities,” – we read on the X platform from the Ministry of Digitization.

The project is anticipated to be adopted in the third quarter of 2025.
Revision of the regulations on electronic communications
According to the Ministry of Digital Affairs, the planned modifications encompass, among other things:
1. Elucidation of the provisions concerning PURDE and PUH services, which includes:
- PURDE recognized as a qualified service;
- PUH in relation to the responsibilities of the designated operator – particularly the obligations pertaining to service delivery and the verification of shipments converted from electronic documents.
2. Streamlining and enhancing the process of creating an address for electronic delivery (ADE) – these changes are aimed at simplifying the handling of applications.
3. Enhancing the coherence of IT systems – plans include facilitating data exchange between:
- the database of electronic addresses (BAE),
- REGON,
- National Court Register (KRS),
- Central Registration and Information on Economic Activity (CEIDG),
- systems operated by professional self-government bodies.
4. Integration of the PURDE service with the mObywatel application The qualified electronic delivery service (PURDE) will be linked with the mObywatel application. Users will have the ability to receive official documents directly within the mobile app, enhancing the accessibility of services and the convenience of the e-Delivery system.
5. Clarification of delivery in communications with citizens and entrepreneurs The initiative clarifies the guidelines for calculating delivery timelines in interactions between public agencies and non-public recipients – including individuals and entrepreneurs.
6. Exemption from fees during bankruptcy proceedings The amendment introduces a waiver of fees for public entities when forwarding correspondence to trustees during bankruptcy processes. This measure will help lower administrative expenses and streamline information exchange in these cases.
7. Verification of paper shipments within the PUH service The revisions will also impact the hybrid delivery service (PUH), which involves sending documents in paper format. A function for verifying shipments will be introduced, enhancing the security and reliability of the delivered documents.
„The objective of these changes is to enhance the system’s functionality and address issues raised by users,” states the Ministry of Digital Affairs.
