Important Change Regarding Housing Prices. New Regulations Effective Friday

On Friday, July 11, 2025, the Price Transparency Act will come into effect, mandating developers to display the listing prices of homes and apartments on their websites.
The Polish Association of Developers has indicated that the act will be implemented in two phases, and the point at which customers will see the price on the website will hinge on when the developer officially commences the sale of the project.
„In the initial weeks following the enactment of the regulations, customers might observe different rates of change, particularly with older projects. Complete price transparency will be compulsory starting September 11, 2025, although numerous companies are already gearing up for it,” the press release states.
A transition period of two months is applicable for projects where sales began prior to July 11. For these instances, the obligation to publish prices will take effect only from September 11, 2025.
The PZFD advises developers not subject to the July 11 obligation to clearly communicate this on their websites.
Price Transparency in Housing – New Regulations
As reported, the new regulations stem from an amendment to the Act of May 20, 2021, concerning the protection of buyers of residential units and single-family homes, as well as the Developer Guarantee Fund. In practice, this means that developers must publish their offers on their websites, including detailed pricing information for apartments and houses—without requiring potential buyers to contact the seller or submit further inquiries. Prices will be immediately visible.
This information must be available from the moment the offers are made public following the start of sales, and in the case of so-called pre-sales – prior to the signing of the first reservation agreement.
„If prices are only displayed on advertising portals or third-party websites, this does not comply with the requirements of the Act. Developers are still required to maintain their own website or a website they control that includes price information,” it stated.
„This represents a significant modification that will enhance how prices are communicated within the market. Many developers already showcase prices on their websites, but the new regulations establish a standardized approach that is clear to all,” remarked Przemysław Dziąg, deputy director general of the Polish Development Fund (PZFD), as cited in the press release.
The new regulations do not apply to commercial properties (designated for commercial, service, or office purposes), nor to properties intended for short-term rentals (such as aparthotels or condo-hotels).
