Renata Mroczek, the current vice-president of the Energy Regulatory Office, has been chosen through a recruitment process for the role of president of this office, as indicated by information shared on the Chancellery of the Prime Minister’s website.
The Energy Law stipulates that the Prime Minister appoints the President of the Energy Regulatory Office from individuals chosen through a transparent and competitive recruitment process.
Renata Mroczek – who is she?
As per the Energy Regulatory Office (URE) website, Renata Mroczek holds a law degree from the Faculty of Law at the University of Lodz, where she also completed postgraduate studies financed by European funds. Additionally, she has undertaken postgraduate studies in management at the Poznań University of Economics and Business. She possesses qualifications as a Plenipotentiary for Integrated Management Systems in quality, environmental management, and occupational health and safety.
She is recognized as an expert in the extensive field of energy law and administrative procedures, particularly concerning administrative liability for violations of statutory responsibilities and concession requirements.
Mroczek was appointed Vice-President of the Energy Regulatory Office on October 30, 2024.

President of the Energy Regulatory Office
The President of the Energy Regulatory Office serves as the central governmental authority established under the Energy Law to execute tasks related to regulating fuel and energy management and fostering competition. The current responsibilities of the President include granting and revoking licenses for companies operating in the energy and fuel sectors, approving and overseeing the application of tariffs for gas fuel, electricity, and heat to ensure compliance with the principles outlined in the Act and its implementing regulations, as well as analyzing and verifying the costs deemed justified by energy companies for calculating prices and tariff rates.
By law, the President of the Energy Regulatory Office is appointed for a five-year term and may be reappointed only once. Upon the expiration of the term, the President continues to serve until a successor is designated.
The current president of the Energy Regulatory Office is Rafał Gawin, who was appointed to this role by former Prime Minister Mateusz Morawiecki on July 24, 2019.
