According to Minister Katarzyna Pełczyńska-Nałęcz, even among the Law and Justice supporters, there is a greater inclination towards approval than disapproval. This goes against public expectations and the developmental needs of Poland, she noted during her appearance on „Fakty po Faktach” (Facts after Facts), discussing the president’s veto on the wind farm legislation. She also touched on the KPO (National Power System) topic along with the „Ziobro method.”

In her segment on „Fakty po Faktach,” Minister Pełczyńska-Nałęcz expressed her dissatisfaction with the president’s choice to veto the wind farm legislation. She indicated that this decision contradicts the public’s expectations and the developmental requirements of Poland.

Pełczyńska-Nałęcz: even the PiS supporters are engaging in futile efforts

„This decision is illogical, goes against factual evidence, and defies the reasonable expectations of the majority of Poles. Studies indicate that over 60 percent of the population supports wind energy development, while about 24 percent oppose it. Even voters of Law and Justice show more support than opposition,” she stated.

„I suspect it’s either a case of: I’ll disregard the needs of Poles to spite this administration, or it’s rooted in some anti-green ideology. Regardless of the reasoning, we are against it, even when the facts are in favor, even when the logic of development supports it,” she continued.

The Minister emphasized the financial implications of the energy transition, highlighting the significant expenses associated with coal extraction. She pointed out that „this year alone, we are subsidizing coal mining to the tune of 9 billion PLN.”

„This translates to approximately 100,000 złoty extra for each individual working in coal mining. Coal is no longer a viable option. Renewable energy sources (RES) are financially beneficial, which includes wind turbines, solar panels, biogas, and gas-fired energy, alongside future nuclear energy,” she elaborated.

As she remarked, „the farewell to coal is not merely an ideological shift, but a straightforward economic calculation.” „It simply lacks profitability,” she added.

The Minister advocates for the wind farm legislation: there is no „free-for-all”

In response to the president’s claim of potential governmental coercion, Pełczyńska-Nałęcz dismissed the allegations, clarifying that the law merged two significant objectives. „The public understands the rational logic behind the necessity to advance renewable energy sources, including wind turbines. There is a clear connection, albeit with certain restrictions – such as distance regulations, environmental protection measures, municipal approvals, and local community decisions. There is no 'open access’ here,” she stated.

The minister also defended the structure of the bill, which integrates both immediate and long-term solutions. She asserted that it was a carefully considered approach that enhanced „the potential for generating more affordable energy from renewable sources while also capping energy prices until year-end.” „Thus, it’s both an immediate and strategic solution encompassed in a single bill. It’s difficult to comprehend what the president refers to as coercion. This is a beneficial development bill incorporating both immediate and strategic elements,” she said.

Regarding the presidential initiative on a separate freeze on energy prices, Pełczyńska-Nałęcz highlighted the necessity to prioritize citizen welfare.

„In my view, a freeze until the year’s end should be implemented as it serves the citizens’ best interests. If a freeze is in the best interest of the populace, then let’s proceed with it. We shouldn’t engage in the game the president is playing, which may harm citizens and Poland’s good merely to spite the government,” Pełczyńska-Nałęcz asserted.

The minister underscored the importance of strategic investments in the energy sector to guarantee the competitiveness of the Polish economy. She noted that „the government has not yet taken a definitive stance on the presidential bill regarding freezing electricity prices.”

„We require strategic solutions. The primary issue is not just about freezing. We cannot perpetually apply freezes. We must invest in energy to ensure lower energy costs, enabling our businesses to compete effectively on both European and international platforms. This is crucial for Poland’s development across generations. Meanwhile, this growth is being obstructed to some extent simply because someone adheres to a certain anti-ideology instead of considering factual evidence and rational public will,” she remarked.

Finally, touching on the future prospects of the wind farm legislation, Pełczyńska-Nałęcz conveyed a sense of cautious optimism regarding potential dialogue.

„Reintroducing this – it’s challenging to predict the president’s forthcoming actions. However, if there’s any possibility to amalgamate these two beneficial initiatives for citizens—the freeze and the strategic wind farm proposal—then we should certainly aim to advance in that direction,” she concluded.
