„The presidential vetoes are indiscriminate! Karol Nawrocki’s decision effectively shuts down internet access in Ukraine, as it pertains to the legislation concerning assistance to Ukrainian citizens,” stated Krzysztof Gawkowski, Deputy Prime Minister and Minister of Digital Affairs, on the X platform. In reply, Zbigniew Bogucki, the head of the Chancellery of the President of the Republic of Poland, stressed that the presidential veto does not disrupt StarLink services in Ukraine.

In a message on the X platform, Minister of Digital Affairs, Krzysztof Gawkowski, expressed his disapproval of President Karol Nawrocki’s choice to veto the amendment related to support for Ukrainian citizens.

„This marks the end of the Starlink internet that Poland provides to the war-affected Ukraine. It also signifies the cessation of support for safeguarding Ukrainian administrative data,” wrote the head of the Ministry of Digital Affairs.

„A gift for Putin’s troops”

Gawkowski remarked that disconnecting Ukraine from the internet is „a favor to Putin’s troops.”

„Mr. President, you must cease your unthinking attacks on the government under the guise of political conflict. You are endangering those who are struggling for their freedom while simultaneously aiding Russia,” he wrote.

„Some will call it Shame, others will label it Betrayal of a neighbor!” – he concluded.

Bogucki’s response

Zbigniew Bogucki, head of the Chancellery of the President of the Republic of Poland, sharply replied to Deputy Prime Minister Krzysztof Gawkowski’s post.

„You should be combating manipulation and misinformation on the Internet, not perpetuating it,” Bogucki began.

Addressing the topic of funding for Starlink connectivity in Ukraine, Bogucki clarified that „President Nawrocki’s veto does not eliminate Starlink internet for Ukraine, as the costs for this connectivity are covered under the current legal framework, and the bill presented to the Sejm by the President maintains this arrangement.”

„All that is required is for this presidential initiative to be effectively processed by the Polish parliament in September,” he added. Bogucki also pointed out that „the same applies to support for the secure storage of Ukrainian administrative data.”

„You had nearly a year and a half to propose a law that would be equitable, primarily from the perspective of Poles, but also for those Ukrainians who genuinely contribute to the Polish socio-economic framework. You failed to do so, like many other promises,” he stated.

„This is why the President of the Republic of Poland is now stepping in for you,” he emphasized.

„I cannot envision a more favorable gift for Putin than to contribute to Russian disinformation to create divisions between Poles and Ukrainians. Mr. Deputy Prime Minister, you must halt your unwarranted attacks against the President of the Republic of Poland in the name of political rivalry. You are alarming individuals who are fighting for their freedom and simultaneously assisting Russia. If it weren’t for your post, the machinery of Russian propaganda and disinformation in this context would not have been activated,” Bogucki concluded.

Starlinks for Ukraine

From 2022 to 2024, Poland has earmarked nearly PLN 323 million for Starlink terminals and their subscriptions for Ukraine, as announced by the Ministry of Digital Affairs in March. It was noted that in 2025, the subscription fee is anticipated to surpass PLN 77 million.

The ministry highlighted that by facilitating access to the terminals, „appropriate conditions for ensuring communications within Ukraine” have been established. This provision allowed for delivering electronic communication services to citizens of that nation residing both in Ukraine and Poland due to military actions.

„All expenses were covered from the Aid Fund, established per the Act on Assistance to Citizens of Ukraine in Connection with the Armed Conflict on the Territory of that State,” the ministry emphasized.

Subsequently, the Ministry announced that under the Act, support for ensuring connectivity via Starlink terminals is available until September 30, 2025.
