CPK. Government Plenipotentiary Maciej Lasek describes the progress of work on the Central Communication Port.

According to Maciej Lasek, the government representative for CPK, the Central Communication Port (CPK) company plans to file an application for a building permit for an airport near Baranów in 2025. A contract for the terminal’s construction is anticipated to be finalized in 2026, with work commencing thereafter. The airport is slated to open in 2031.
„We are transitioning from the planning and design stage to the construction phase. In the last year and a half, we have signed 176 contracts, many of which are for implementation,” stated Deputy Minister of Infrastructure Maciej Lasek.
Lasek: CPK is being consistently implemented
He further mentioned that in the last 19 months, a location decision for the airport has been secured, the construction design for the terminal and railway station has been presented, and through dialogue with residents, hundreds of hectares of land have been acquired. Additionally, a Multiannual Program has been adopted, ensuring investment financing from 2024-2032, with a forthcoming plan for tenders that will reach PLN 30 billion in 2025 alone.
– All of this serves as tangible evidence that the CPK project is being steadily pursued, and its key component – the new airport along with the Warsaw-Łódź High-Speed Rail line – will be constructed as scheduled by 2032 – Lasek reassured.
He announced that the design for the airport terminal has been finalized and will be part of the building permit application. He recalled that in October 2024, CPK received the construction design for the airport terminal, railway station, and transfer hub, developed by a consortium including Foster and Partners, Buro Happold, and 30 other design firms. The documentation consists of roughly 6,250 design drawings and over 50 reports, with 500 designers from various fields contributing to the process.
„As per the schedule, the acceptance process for the construction designs of the airport terminal was expected to conclude in the third quarter of 2025. The lengthy consultation and feedback process has recently wrapped up. The company already has fire department approvals for all major airport facilities, and the modifications suggested by the department are now being integrated into the documentation. The terminal design will be appended to the building permit applications that CPK intends to submit later this year,” Lasek elaborated.
Voluntary Acquisition Program
He pointed out that the company is also in the final stages of a program aimed at voluntary property acquisitions in the airport vicinity. By mid-July, over 2,100 plots totaling more than 2,000 hectares had been secured under the airport initiative. This indicates that over 52 percent of the land encompassed by the location decision for the CPK Airport and part of the railway junction has already been acquired. He reminded that in July 2024, the company’s new management board opted to re-initiate the Voluntary Acquisition Program for the CPK Airport and part of the railway junction.
He clarified that this decision was influenced by „public interest and the necessity to reduce the impact of potential expropriations.” Consequently, a record number of notifications were received, covering nearly 90 percent of the developed properties in the area designated by the location decision.
„It’s not merely about the percentages – the critical aspect is that most of these properties are developed. In cases where we haven’t acquired them, they are predominantly agricultural land,” he stated. He added that the remaining properties will be obtained through expropriation. „Later this year, once the Mazovian Voivode issues a final location decision, the CPK company will assume ownership of the entire airport site and will then be able to apply for a building permit,” Lasek noted.
The biggest tender of the year
He recalled that at the end of May this year, CPK initiated a competitive dialogue process to select a general contractor for the CPK Airport passenger terminal. This represents the largest tender anticipated by the company this year, with an estimated value exceeding PLN 5 billion. The contract for the terminal’s construction is expected to be formalized in 2026, with construction projected to be completed by the end of 2031.
„Between late 2025 and early 2026, a tender for piling, which involves laying the terminal’s foundations, is planned. The tender is expected to be announced in the second quarter of next year, allowing for the commencement of physical earthworks at the construction site. This will mark the actual start of construction,” the deputy minister stressed.
He also mentioned that tenders are being prepared for the railway station, baggage system, and other supporting infrastructure. „We are also gearing up to construct over 90 kilometers of new roads, some of which will be dual carriageways,” he emphasized.
Railway investments
He announced that the construction of key railway elements is in progress. „We have selected a contractor for the High-Speed Rail Tunnel under Łódź, and the launch chamber for the shield is prepared, which will start excavating the tunnel by the end of 2026. By 2027, we will be about halfway through,” he noted
