Fiscal Council – this is how much you can earn. The rates have been given

The head of the Fiscal Council Office will have the opportunity to earn up to PLN 22.1 thousand, along with an additional PLN 3 thousand functional allowance, as reported on Monday by the Prime Minister’s Chancellery website. The average salary for office staff is expected to exceed PLN 10.5 thousand.
„The Fiscal Council will function as an independent entity with advisory, opinion-forming, and expert roles. It is set to commence operations in 2026, with the establishment of the Council Office and selection of its members taking place in 2025,” a press release from the Ministry of Finance stated back in January this year.
On Monday, the government’s legislative and programmatic work agenda disclosed details about a proposed regulation from the Council of Ministers aimed at amending the remuneration principles for employees who are not part of the civil service corps and are employed in government administrative offices and other entities. This initiative will be developed by the Ministry of Finance.
What will be the earning potential?
„According to the provisions outlined in the Act on the Fiscal Council, the Fiscal Council Office will provide substantive, administrative, and office support to the Council. Therefore, it is essential to create suitable job positions for the employees of the Fiscal Council Office and to define the remuneration guidelines, including necessary qualifications, fundamental salary scales, and functional allowances,” the draft regulation information indicated.
It was noted that the act’s provisions regarding state office employees apply to those in the Fiscal Council Office. This necessitates „defining the remuneration principles for Office employees based on the Council of Ministers’ regulation regarding the pay structure for employees who are not civil service members working in government administrative offices and other entities.”
The information mentioned that the government’s regulation will be expanded to include Fiscal Council Office employees. An annex will be added to specify the pay scales for various positions. Consequently, the pay scale for the Director of the Fiscal Council Office will range from PLN 8,000 to PLN 22.1 thousand, along with a functional allowance of up to PLN 3,000. According to the draft regulation, the chief accountant can expect a salary between PLN 7.4 thousand and PLN 18 thousand, plus a functional allowance of up to PLN 2.5 thousand. The pay scales for department heads are set from PLN 6.3 thousand to PLN 15 thousand, with an additional functional allowance of up to PLN 2 thousand.
As per the information released on the Prime Minister’s Office website, a chief specialist in the office can anticipate earnings between PLN 6,000 and PLN 14,000, a senior specialist from PLN 5,700 to PLN 13,000, and a specialist from PLN 5,000 to PLN 10,500. An administrator’s salary will range from PLN 4,000 to PLN 7,500. „It is estimated that the Fiscal Council Office will employ a total of 15 individuals, including the Office Director,” the information from the Prime Minister’s Office stated. It was highlighted that the proposed number of positions is based on an analysis of the size of fiscal councils in other EU countries, with Slovakia, Greece, and Portugal cited as examples.
„The maximum basic pay rates for these 15 employees have been set in such a way that the average remuneration aligns with the amount adopted to assess the financial implications in the OSR for the said draft act, (…) meaning that based on the position structure established in the draft regulation, it will be PLN 10,505.95 and for similar roles, it will not exceed the rates designated for civil service members, with the Director of the Fiscal Council Office having a rate set at 8 times the base amount for civil service members in effect in 2024,” the information from the legislative work list noted.
Additionally, it was mentioned that this represents the maximum level of the multiplier for senior civil service positions, as dictated by the Prime Minister’s regulation concerning the definition of official positions, required professional qualifications, civil servant service ranks, multipliers for establishing remuneration, and detailed guidelines for determining and disbursing other benefits to which civil service members are entitled.
„The calculated maximum basic pay rates have been increased by 5%, reflecting the anticipated salary growth in the state budget sector for 2025, and an approximate 15% increase has also been factored in (excluding the Director position), creating room for salary increases in subsequent years without needing to amend the regulation (…). The lower basic pay rates are fixed values, while the upper rates represent the maximum achievable amounts, ensuring that the regulations remain relevant in the long term, not just for 2025,” the information stated.
What will the Fiscal Council entail?
The Fiscal Council will be tasked with providing opinions on macroeconomic forecasts that are utilized for drafting the budget law and the medium-term budgetary and structural plan, in addition to evaluating the alignment of the budget law draft with both national and EU fiscal regulations. The RF will also examine the compliance, coherence, and effectiveness of the budget framework and, at the Minister of Finance’s request, will provide opinions on government documents regarding their impact on public finance stability and the overall macroeconomic situation of the country.
