Karol Nawrocki promises VAT reduction, zero percent PIT and relief for entrepreneurs. He presented a „contract with Poles”

A reduction in VAT, a zero PIT for families with two or more children, and support for entrepreneurs are among the key points of the 'contract with Poles’ unveiled by Karol Nawrocki on Sunday. The presidential candidate backed by PiS also announced plans for raising the second tax threshold, ensuring „fair indexation of pensions,” and revisiting the initial concept for the Central Communication Port.
Nawrocki declared that his „contract with Poles” includes a commitment that as president, he will oppose any legislation that raises taxes for Polish citizens.
He highlighted that on August 6, his first day in office, he intends to propose a bill to lower VAT from 23% to 22% along with a set of „lower and family-friendly taxes.” This initiative includes a 0% PIT for families with two or more children.
Nawrocki also noted that this tax relief will extend to entrepreneurs who pay flat-rate taxes as well as those subject to lump-sum taxation on registered revenues.
Increased tax threshold and revisions in CPK
Additional components of Nawrocki’s contract involve raising the second tax threshold to PLN 140,000, removing the Belka tax on earnings up to PLN 140,000 annually, and implementing „fair pension indexation” of at least PLN 150, always exceeding the inflation rate.
Nawrocki stated that he will propose legislation aimed at simplifying the tax framework, which will include a consolidated settlement for PIT, ZUS, and health insurance contributions in a single payment.
The PiS-supported candidate also introduced a development strategy for Poland, which includes establishing the Breakthrough Technology Fund and reverting to the original vision of the Central Communication Port (CPK).
Educational initiatives in „contract with Poles”
Nawrocki also outlined plans for educational initiatives, asserting that „a student must graduate as a Pole” and expressing his opposition to experiments that could affect children’s identities. He mentioned his willingness to back a project that ties the average salary growth in the economy to teachers’ salaries. He indicated that he would engage with trade unions on this issue.
The presidential candidate’s subsequent announcements included the allocation of state land to local governments for housing purposes. He emphasized that he would oppose raising the retirement age for both women and men and will not support the introduction of the euro. „No to the euro, yes to cash,” he stated.
More affordable energy
Nawrocki pointed out that Poland cannot be secure without energy security. „We are in a sort of ecological frenzy that jeopardizes our energy safety. I have repeatedly stated that we must reject the Green Deal. We need to discard the ETS system. I will be the president who introduces the 33% Electricity plan. Electricity prices must be reduced by 33%. This can be achieved by rejecting the Green Deal, eliminating green taxes, and discontinuing unviable projects and electric car initiatives that we are all funding,” he asserted.
In his view, before transitioning to nuclear energy, Poland should extract its own coal; however, he remarked that nuclear energy is the future. „A nuclear power plant in Choczewo by 2035, another in 2040, and another in 2045, along with small modular reactors (SMR), as well as a renewed focus on building power plants in Konin, Pątnów, and Bełchatów,” he outlined.
