Minister on electricity prices: it's absolutely on the table

„I would prefer not only actions such as freezing energy prices but also strategic decisions related to the Polish energy sector to be vetoed,” stated Energy Minister Miłosz Motyka during his appearance on TVN24’s „One on One” program. He indicated that presenting a proposal to freeze energy prices, excluding any provisions regarding wind farms, „is certainly on the agenda.” The Minister also addressed modifications in billing for photovoltaic systems.
– In recent months, we have prepared several legislative proposals that are currently under review in the Sejm and Senate – Miłosz Motyka mentioned on TVN24 regarding the ministry’s focus areas.
When queried about the most critical issue, he answered that the priority is „freezing energy prices, as outlined in the Low Energy Prices Act, along with expediting processes in renewable energy sources.”
Hoe: It’s definitely on the agenda
This pertains to extending the freeze on energy prices through the fourth quarter of 2025, as detailed in the modification to the so-called Wind Farm Act. President Andrzej Duda remarked that by „inserting” the amendment regarding the freeze on energy prices into the revision of the Wind Farm Act, Prime Minister Donald Tusk is trying to compel his approval.
– It’s not just about wind turbines; it’s about unlocking the potential of all renewable energy sources and ensuring a just energy transition – stated Miłosz Motyka on TVN24.
When President Andrzej Duda expressed his aversion to wind turbines, he responded that „this isn’t a matter of personal preference.” „If anyone thinks that land values around wind turbines are decreasing, we have introduced a mechanism that clearly compensates for this,” he asserted.
Agata Adamek also inquired if, in the event of the energy price bill being vetoed, the coalition would propose a new bill to freeze energy prices excluding the wind turbine aspect.
„We are discussing this, and it is certainly on the agenda. (…) I would not like President (Karol) Nawrocki to veto not only proposals such as freezing energy prices, but also strategic decisions pertaining to the Polish energy sector,” he stressed.
„We also have tariff recalculations on the agenda. This is a matter for next week. (…) Currently, the elevated prices in tariffs, which stemmed from the errors of our predecessors – we know this already – will be significantly reduced. We’ll see how low, as these are corporate decisions, and we will adjust the price freeze accordingly,” he noted.
– The decision will be reached in late autumn – he stated when asked about the possibility of freezing prices until 2026.
Changes for prosumers. Motyka: There are various concepts
Miłosz Motyka was also queried about potential changes in the way prosumers with photovoltaic installations are settled.
„There are numerous concepts. (…) I believe that a special tariff for prosumers would be fitting,” he stated.
He confirmed that he would engage in discussions with energy companies.
„I wish to address this matter, and I want to understand the costs involved. (…) Our guiding principle is primarily based on what the Prime Minister mentioned in his Wednesday speech: citizens should benefit from the energy transformation, rather than large corporations,” he emphasized.
Risk of blackout
Miłosz Motyka also discussed the potential risk of a blackout in Poland. „A blackout is always an unexpected occurrence, impacting various countries, not solely the Iberian Peninsula, where blame is often attributed to renewable energy sources, yet the actual causes remain unclear,” he remarked.
„There are also instances involving systems reliant on conventional sources. In 2021, the Bełchatów power plant was effectively shut down. Today, we encounter numerous cybersecurity threats every moment,” he commented.
– Experts at Polish Power Grids are working diligently on this – he added.
When asked about initiatives to lessen the risk of a blackout, the minister stated: „Investments in grid infrastructure are at unprecedented levels. PLN 64 billion will be allocated for transmission infrastructure alone by 2034. This is an absolutely historic, record-setting program. There are also new initiatives that will be executed more swiftly.”
Motyka was also asked what his initial decision would be regarding the anti-blackout strategy.
„Streamlining the consent process, putting an end to the dysfunctional system of obtaining (consents – ed.). In my view, it’s a problematic process that resembles hell for entrepreneurs,” he stated.
