Tax-free allowance – PLN 60,000. Government spokesman: Nawrocki cannot submit irresponsible legislation. This cannot happen.

„The Minister of Finance is currently drafting legislation to raise the tax-free allowance,” stated government spokesperson Adam Szłapka during his appearance on TVN24’s „One on One” segment. When questioned about the remarks made by President-elect Karol Nawrocki concerning the legislation, he remarked that „it is unacceptable for an irresponsible bill to be introduced by, for instance, the president, with the parliamentary majority supporting it.”
Karol Nawrocki declared in a discussion with „Dziennik Gazeta Prawna” that if elected president, he would endorse a bill that establishes a tax-free allowance of PLN 60,000 per year, and should the Sejm (lower house of parliament) not approve such legislation promptly, he would initiate legislative measures on his own. The proposal to raise the tax-free allowance to PLN 60,000 was part of the „one hundred specifics” outlined in the Civic Coalition’s campaign for 2023.
Szłapka: efforts are being made to enhance the tax-free amount
On Thursday, Szłapka confirmed to TVN24 that Minister Domański, who is set to assume the role of Minister of Finance and Economy following the government restructuring, is focused on developing regulations related to the tax-free amount, along with modifications to the so-called Belka tax (capital gains tax).
„These matters simply need to be executed properly and with responsibility. I would expect the same from the president. This implies that when the president proposes a legislative initiative, it should be crafted in a manner that benefits citizens and serves the state positively in every regard,” he added.
He emphasized that if the president advances a legislative initiative concerning the tax-free allowance, the members of parliament will evaluate it, and the government will provide a response.
„This simply cannot occur”
In light of the possibility of a new majority forming during the vote on the presidential initiative, similar to the scenario with the amendments to the Social Housing Act, Szłapka underscored that „there cannot be a scenario where an irresponsible bill is put forward by the president, for instance, and the parliamentary majority supports it.”
„This cannot occur, as it would signify a lack of confidence in the government,” he added. He expressed his assurance that all issues among coalition partners had been settled following the government reshuffle.
In the early part of July, the Sejm approved the Poland 2050 amendments to the act on social housing support, with backing from this party, the Law and Justice party (PiS), and the Confederation, while facing opposition from the Civic Coalition (KO), the Polish People’s Party (PSL), and the Left. However, the Senate rejected the amendments that had been passed in the Sejm at the behest of Poland 2050.
