According to „Dziennik Gazeta Prawna,” officials at lower tiers of government public administration are earning more than their superiors. This trend has been influenced, among other factors, by an extended period of salary stagnation.

The daily notes that in 2024, nearly all employees within government administration received a 20% salary increase, with the exception of a specific group including ministers and deputy ministers.

„This situation arose because salary increases for individuals in these managerial roles were halted to prevent public backlash. Consequently, the earnings of lower-ranking civil servants now exceed or closely match the salaries of those leading central and provincial offices. This year, a decision from the Ministry of Finance will ensure that the 5% salary increase applies not only to civil servants but also to government officials,” the daily reports.

„DGP” indicates that last year, the constitutional minister earned approximately PLN 14,000 gross per month. This figure is supplemented by a functional allowance of over PLN 3,757. In 2024, this culminated in a gross monthly salary of PLN 17,786. This year, that figure has risen to PLN 18,676 gross (an increase of nearly PLN 900).

The daily highlights that directors and their deputies currently earn significantly more than ministers. In 2015, the average salary for higher positions (directors and their deputies) was PLN 13,100 gross, but this amount has now risen to PLN 22,400 gross.

The publication observes that in 2015, the average salary within government administration was PLN 5,000 gross, and by 2024 it has more than doubled to PLN 11,300.

How much do ministers earn?

„The latest report from the head of the civil service for the previous year reveals that ministers rank only fourth in terms of earnings compared to other ministry employees. Overall, directors throughout the administration earn considerably more than those in key governmental positions,” we note.

– The remuneration structure within government administration is skewed. There are instances where directors transition to state-owned enterprises after a certain period. The salary disparity favoring civil servants has been evident for many years, but the current situation is alarming – states Marek Reda, former general director of the Warmia-Masuria Voivodeship Office, in his discussion with the newspaper.
