The advancement of artificial intelligence is a crucial component of the national strategy for the enhancement of the Polish economy – stated Rafał Trzaskowski, the mayor of Warsaw and the Civic Coalition’s presidential candidate for Poland, during his address at the European Economic Congress in Katowice. He further stressed the importance of energy transformation and deregulation.

On the first day of the EKG taking place at the International Congress Centre in Katowice, the KO presidential candidate asserted that artificial intelligence represents a „matter of sovereignty”.

„A vital element of the nation’s national security strategy”

He remarked that technology, much like capital, possesses a nationality. – We must guarantee our independence in this domain. We welcome all investments, including those from the United States, which are beneficial for our security, but we must also ensure that Europe and Poland can cultivate their own technologies and skills in this field – Trzaskowski stated.

Trzaskowski pledged that if he assumes the presidency, he „will prioritize the advancement of artificial intelligence as a central aspect of the national development strategy and state security.”

– I will incorporate the domain of artificial intelligence as an essential part of the endeavors of the National Security Council and the National Security Bureau – he declared. He emphasized that the progression of artificial intelligence is among the principal issues for the Polish economy.

Energy transformation

Trzaskowski also discussed the notion that „without affordable and accessible energy, competitive industry and modern digital services will not exist.” According to the KO candidate, „we need a clear vision for energy transformation, which is a societal process.”

– Currently, it involves coal, gas, and renewable energy sources, and in the future, nuclear energy and renewable sources will be fundamental to our energy mix,” he observed.

Simultaneously, he emphasized that the energy transition must consider the social dimension. He believes it should be evolutionary rather than revolutionary, fostering the creation of new jobs.

The KO candidate recalled his proposal for establishing an industrial zone in the Podkarpackie province focused on military technology production. – These investments could amount to PLN 100 billion over the next decade. We are finally receiving more orders, and we finally have a state policy aimed at strengthening our industrial capabilities – he remarked.

Trzaskowski reiterated his stance on the „end of naive globalization.” He believes Poland and the EU should invest in their own industrial capacities. Primarily, they should promote fair competition among entities both within and outside the community.

– Equal playing conditions for our Polish, European, and – most importantly – non-European entities. If we maintain high standards, then everyone must adapt to those standards. This is entirely evident, which is why I advocate so strongly for economic patriotism – he stated. He added that carbon tariffs, taxes on carbon footprints, and comprehensive control over supply chains are necessary, and the EU should also be independent in the production of ammunition and pharmaceuticals.

Deregulation and ETS2

The KO candidate further argued that enhancing Polish and European competitiveness is impossible without deregulation. He announced that – should he become president – he will advocate for a successful deregulation process.

Among the essential national changes he highlighted were decriminalizing unintentional errors, reducing the limitation period for tax obligations, and curtailing the misuse of temporary detentions in economic matters.

For necessary changes at the European level, he noted the importance of not imposing additional economic burdens, such as ETS2.

ETS2 is the EU’s CO2 emissions trading system, designed to curtail greenhouse gas emissions in sectors not yet regulated. It is scheduled to take effect in 2027.

The three-day 17th European Economic Congress is themed „Together for a Secure Future.” The main topics of the EEC encompass broadly defined security, the competitiveness of the European economy, green transformation, geopolitics and its influence on business, investment and development, as well as digitalization and new technologies. This year’s congress is under the auspices of the Polish Presidency of the Council of the European Union.
