Higher salaries for mayors, city mayors and city presidents. There is a draft regulation

Starting from July 1, 2025, the maximum base salary and functional allowance for positions such as commune heads, mayors, and city presidents are set to rise by approximately 5 percent, according to the proposed regulation included in the government’s legislative agenda.
The proposed amendment to the regulation concerning the remuneration of local government personnel indicates a projected increase of around 5 percent in the maximum base salary and functional supplement for local government officials elected to their positions. This includes roles such as commune heads, mayors, and city presidents.
„The allocated amounts have been established so that, when combined with the special supplement, they do not surpass PLN 21,043.57, which aligns with art. 37 sec. 3 of the Act on Local Government Employees, representing 11.2 times the base amount defined in the Budget Act for individuals in managerial state roles. As per art. 9 sec. 1 item 2 letter a of the Budget Act for 2025, the base amount for those in managerial state positions is set at PLN 1,878.89” – as noted in the draft regulation by the Council of Ministers.
The proposal also includes an increase in the maximum base salary and functional supplement for local government employees appointed to their positions. This means that the increases will also affect treasurers, deputy mayors, and mayors. For this category of employees, the increase in the maximum rates is similarly expected to be around 5 percent.
As noted in the proposal, a new subgroup of roles within the marshal’s offices of voivodeships with populations exceeding 3 million has been identified at the request of the local government sector. This subgroup includes the voivodeship marshal, vice-marshal, additional board members, and treasurer in voivodeships with more than 3 million inhabitants.
The Council of Ministers is expected to adopt the draft regulation in the third quarter of this year. The specified maximum rates for base pay and functional supplements will be applicable to remuneration and supplements due from July 1, 2025.
Increased Salaries in Local Governments
The planned increases in the maximum pay rates for commune heads, mayors, city presidents, their deputies, and treasurers were included in the amendment to the regulation on local government employee remuneration, which has been under consideration since February of this year. Ultimately, the government-approved project only included increases in the minimum base salary for local government employees effective March 1.
The rise in base salaries affected nearly 867 thousand individuals working in local government units – as reported by MRPiPS.
Local government officials were advocating for additional modifications to the regulation, also seeking salary increases for treasurers and mayors. Organizations such as the Association of Polish Counties, the Association of Municipalities and Counties of Wielkopolska, and the National Council of Treasurer Forums, among others, requested another revision of the regulations to reinstate the salary increases for both elected and appointed employees.
