The Bank Gospodarstwa Krajowego (BGK) has reported a shortage of funds in the Thermal Modernization and Renovation Fund (FTiR) account. As a result, the application process for thermal modernization, renovation, and MZG bonuses has been halted.

The FTiR functions in accordance with the Act dated November 21, 2008, concerning the Support of Thermal Modernization and Renovations and the Central Records of Building Emissions. The fund is financed by the state budget and is managed by the Minister of Development and Technology.

Suspension of applications

BGK has declared that from August 8, 2025, lending institutions will cease to accept applications for thermal modernization and renovation bonuses, and BGK will also halt the acceptance of applications for the MZG bonus.

„Applications will be processed again once funds are replenished. We would also like to inform you that any applications that remain unprocessed will be prioritized once funds are available in the fund’s account, in accordance with the order in which they were submitted to BGK,” the statement mentions.

Additionally, applications for compensation and flood premiums will continue to be evaluated under the existing regulations.

The thermal modernization bonus is available to individuals who have secured loans for projects related to wall insulation, window replacement, building thermal upgrades, or heating system replacement. The bonus can reach up to 26% of the costs associated with the thermal modernization project, or 31% if the project incorporates the installation of renewable energy sources (RES). Furthermore, for the thermal modernization of large-panel structures, an additional 50% of the costs for building reinforcement can be obtained.

The renovation premium offers financial assistance to owners or managers of multi-family buildings that have been in use for at least 40 years. This premium can cover up to 15% of renovation expenses, 50% for municipal buildings, and as much as 60% for historically significant structures.

The MZG bonus is aimed at enhancing the technical condition of municipal housing. The purpose of this bonus is to improve the technical state of buildings, which may involve thermal modernization or renovations. The MZG bonus can be as high as 50% of project expenses. Up to 60% of costs may be reimbursed if the thermal modernization project pertains to a building listed in the register of monuments or situated in a monument-designated area, or a revitalization project outlined in the municipal revitalization program, in accordance with Article 15, paragraph 1, item 5 of the Act of October 9, 2005, on revitalization.

The amount does not guarantee liquidity

The bonuses are part of the TERMO program initiated in February 2023, which aims to enhance the energy efficiency of buildings and boost the adoption of renewable energy sources.

According to the financial plan for the Thermal Modernization and Renovation Fund for 2025, the fund was projected to receive PLN 240.66 million from the state budget. However, it has been noted that this sum „does not ensure the smooth functioning of the fund and will lead to the suspension of application acceptance for bonuses without additional funding during the year.”
