In the initial phase of deregulation, we plan to have around 120 legislative proposals ready, aimed at alleviating burdens and removing barriers, stated Prime Minister Donald Tusk on Thursday. He further noted that this represents „de facto a systemic transformation.” The Prime Minister declared that the deregulation legislative package will be addressed during the first session of the Sejm following the presidential elections.

On Thursday, Prime Minister Donald Tusk, along with Rafał Brzoska, the leader of the deregulation team and the head of InPost, convened with representatives from the social sector at the Prime Minister’s Chancellery. Among those present were Minister of Development and Technology Krzysztof Paszyk and the Minister of Justice, Prosecutor General Adam Bodnar.

Tusk revealed that the first phase of deregulation will involve the creation of approximately 120 draft laws.

– In this initial phase, we will have around 120 laws prepared that will alleviate burdens and eliminate barriers. Some of these laws will be quite complex and labor-intensive, while others will simply dismantle obstacles – remarked Donald Tusk. He emphasized that „these are merely the most significant changes”.

He underscored that the intended modifications represent the largest since Poland’s entry into the EU. – Such a substantial de facto alteration of the political framework – as we are modifying the political system across numerous life domains – has not occurred since Poland joined the EU, the Prime Minister added.

However, he pointed out that the package would be addressed during the initial session of the Sejm after the presidential elections to prevent it from becoming a matter of political contention.

– 120 bills – we will vote on them as we have committed ourselves, to ensure they do not turn into a source of political conflict in the Sejm, especially since we need to enter the election campaign, allowing this generous initial package to be voted on and processed in the Sejm at the first session after the presidential elections. Emotions will be tempered, and potentially a broader coalition of MPs from various parties will join this significant effort we have collectively embarked upon – stated the head of government.

„Great interest from the opposition”

– We agreed to strive to keep current political issues separate from this initiative, as it is universal in nature, which is evidenced by the substantial interest from the opposition. (…) In line with the suggestion from the social representatives, I am urging Minister Paszyk (Krzysztof, Minister of Development and Technology – ed.) to reassess certain proposals from the opposition parties – Tusk explained.

He added that „there exists a group of PiS MPs who have submitted proposals for amendments or alterations to the act currently under consideration, and we should not focus on which party label is associated with which proposals,” the head of government noted.

Tusk emphasized that „if something is logical and also has backing from the social representatives, there is no justification for it not to be included in this package.” – I also acknowledge that within the ruling coalition, for example, the Left has a differing perspective – he added.

„We are practically at the finish line”

– We are indeed nearing the finish line – you might say – of this substantial sprint – Brzoska stated. He shared that his initiative „SprawdzaMY” has received nearly 15,000 applications and comments via the website. On this platform – he continued – 259 projects have been published, with 197 already being reviewed. – Over 61 percent have been accepted for execution – the entrepreneur highlighted.

He proposed that the political class should contemplate „a very challenging project, namely 'one in two out’.” According to him, the concept is that for every regulation the government implements, there should be an obligation to identify two provisions to be eliminated. – This would serve as the best evidence that (…) we all aim to reduce, not duplicate, the volume of paperwork associated with each bill – Brzoska remarked.

On February 10, Prime Minister Donald Tusk proposed to the CEO of InPost to lead a team responsible for drafting deregulation proposals, to which Brzoska agreed. A week later, the team released the first recommendations regarding, among other things, nine regulatory changes and 14 statutory modifications. Shortly thereafter, Brzoska initiated the „SprawdzaMY” campaign, which aims to develop approximately 300 proposals within 100 days.
