An extension of three months, until October 1, 2025, for the implementation of new electricity tariffs for households – this is the provision included in the amendment to the act that the Sejm approved on Wednesday. The Ministry of Climate states that the new regulations will pave the way for a decrease in electricity prices once the maximum price period concludes.

The bill was accepted with 416 votes in favor, no opposition, and 16 deputies abstaining. The amendment regarding special solutions to protect electricity consumers in 2023 and 2024 related to the electricity market situation will now proceed to the Senate for deliberation.

Senate committees did not suggest any changes to the bill that would delay, by three months until October 1, 2025, the implementation of the new electricity tariffs for households.

– The price level following the tariff recalculation sanctioned by the President of the Energy Regulatory Office will also play a crucial role in the government’s decision-making on protective measures until the end of 2025 for the last quarter – highlighted Deputy Minister of Climate, Miłosz Motyka, during the Senate committees’ meeting on Thursday.

He further stated that the act provides „a stimulus for entrepreneurs to reduce tariffs.”

The new regulations stipulate that the commencement of the revised electricity tariffs will be postponed to October 1 of this year. The existing regulations require ex officio sellers to submit requests to the President of the Energy Regulatory Office for changing tariffs by April 30, with those changes taking effect on July 1. The amendment will extend the deadline for submitting tariff applications until July 31.

„The situation indicates a downward trend”

During the initial reading at the Energy Committee session, two clarifying amendments to the Act were adopted. The Committee recommended the adoption of the Act along with these two amendments.

Miłosz Motyka asserted that the new legislation would enable a reduction in electricity prices. – In practice, consumers will observe changes in tariffs in the fourth quarter after the maximum price period expires, which is why the extent of tariff reductions is significant (…) The market circumstances suggest a downward trend – he stated.

He pointed out that wholesale energy prices are currently at PLN 400-500 per MWh, which is lower than the frozen rates. According to Motyka, delaying the implementation of new tariffs will permit energy companies to better „adjust” to the reductions available in the market, ultimately benefiting households.

PiS refers to „electoral sausage”

Under the current regulations, until the end of September 2025, households are entitled to electricity prices held steady at PLN 500 per MWh. The government has yet to make a decision regarding the extension of the frozen price.

On Wednesday, the Sejm also conducted its second reading of the proposed amendment. PiS MP Marek Suski labeled it an „electoral sausage,” highlighting the expedited legislative process.

The rapporteur for Poland 2050-TD, Rafał Komarewicz, clarified that the intention is to grant energy companies additional time to monitor trends in energy pricing.

– It is evident that wholesale energy prices have been declining for a while, and the government is responding to this (…), because likely at the end of July, when information and offers regarding energy prices are submitted, this energy will be cheaper than currently, thus benefiting individual customers (…) – he noted. Komarewicz emphasized that this is not an „election sausage” but a standard action. – The Ministry (Ministry of Climate and Environment – PAP) is meeting its obligations. Of course, there is a question of how the government will respond to energy prices in the fourth quarter if they turn out to be high, and whether it will be necessary to freeze these prices again, but this is outside the scope of this act – he stressed.

Left MP Dariusz Wieczorek urged for the strengthening of the Energy Regulatory Office’s position to ensure oversight of energy companies, so they would be accountable for their costs factored into electricity tariff calculations. – To prevent energy companies from engaging in dubious practices to the detriment of consumers – Wieczorek remarked.
