The TrwaMY Initiative has unveiled 21 new proposals aimed at deregulation. Among its suggestions are the introduction of a standardized mortgage loan agreement and the use of video calls for the 999 medical dispatcher.

The ninth series of proposed solutions comprises 21 suggestions. Key among these is the introduction of video calls with the 999 medical dispatcher to facilitate quicker and more effective assistance. The proponents believe that this approach will allow the dispatcher to visually evaluate the patient’s condition and the scene of the incident, thereby enhancing the precision of the decision to dispatch a Medical Rescue Team.

New Deregulation Proposals

A standardized mortgage loan agreement has also been suggested, which could be appended to the Mortgage Act. „This approach could significantly mitigate legal risks and reduce costs associated with mortgage loans for consumers. By having a uniform agreement, the loan conditions would become clearer and more consistent, fostering greater certainty regarding the obligations of both parties in the agreement,” states SzukajMY.

Another recommendation is to broaden the authority of notaries to include the ability to directly make entries in the National Court Register. The initiators have noted that the existing system, where company boards submit applications followed by court registrars making entries, is inefficient and causes unnecessary delays.

The VerifyMY initiative has also proposed simplifications for shareholders of a simple joint-stock company (PSA). This proposal aims to eliminate the requirement to pay ZUS contributions on shares acquired for work in a simple joint-stock company (PSA). „Current regulations create an unjustified burden—unlike shares obtained through cash or in-kind contributions, those granted for work are subject to social and health insurance contributions. This results in actual double taxation and discourages the adoption of this model,” the initiators have evaluated.

Another suggested solution is to align Polish law with EU regulations—this includes adapting payment terminal regulations to EU standards and aligning the provisions of the Act on Investment Funds with the EU MMF Regulation, „which will resolve legal discrepancies and facilitate the establishment of money market funds in Poland”.

The initiators also aim to expedite inspections by the Provincial Inspectorate for Environmental Protection by implementing time limits for these inspections and allowing the operation of new installations prior to obtaining an integrated permit.

Additionally, there are calls to simplify the processes for creating joint fields of study by Polish universities, enabling them to more effectively pool their resources and offer innovative, interdisciplinary educational programs.

Textiles, Defense, Air

The initiative also seeks to exclude textiles and footwear from the SENT transport monitoring system. „Removing these items from the reporting obligation will allow us to concentrate on genuine threats while alleviating administrative burdens,” stated the initiative.

The proponents have additionally suggested augmenting the quantity of equipment and training in defense. They highlighted opportunities for renting shooting ranges and grenade throwing areas, increasing the number of training sessions at shooting ranges, and allowing individuals and entrepreneurs to purchase bulletproof vests and helmets for personal safety and employee protection.

A set of simplifications within the Clean Air program has also been proposed, which includes fair support for individuals facing energy poverty, safeguarding the most vulnerable „against unfair practices within the program,” and simplifying program documentation.

In March, the Clean Air program was relaunched in a new format. Among the changes, it was established that subsidies can now be granted for only one building. As in the previous version, beneficiaries will receive lower or higher subsidies based on income. In the revamped Clean Air program, the income thresholds have been increased alongside the levels of support.

The Sprawmy initiative has reminded that the teams operating within this initiative have thus far developed and published 249 deregulation solutions across various sectors.
