The Central Communication Port (CPK) announced a tender for the airport's passenger terminal

The Central Communication Port (CPK) has commenced the process of selecting a general contractor for the new airport’s passenger terminal, with the investment valued at over five billion złoty.
This represents the largest tender organized by CPK this year. The process will be carried out in a competitive dialogue format. The contract for the terminal is expected to be signed in 2026, with construction anticipated to be completed by the end of 2031.
A chance for Polish firms and the economy
The upcoming construction contracts are viewed as an opportunity for Polish construction firms and a boost for the local economy.
It has been noted that proposals can be submitted until 29 August 2025. The initial phase of the procedure involves submitting applications for participation. CPK plans to admit a maximum of five bidders to the subsequent phase, which is the actual competitive dialogue.
For the CPK Airport, the planned terminal area is around 450,000 square meters.
In comparison, Chopin Airport has a terminal area of 165,000 square meters. The main terminal building will connect to passenger piers, allowing direct access to aircraft. On the day of opening, there will be nearly 140 check-in desks available, with additional space reserved for the installation of another check-in island, bringing the total to 170 desks.

Criteria for selecting the contractor
– Regarding the tender itself, we have identified three primary groups of criteria that will guide us in selecting the final contractor – the consortium responsible for constructing the terminal. The first is the price, the second focuses on the technology and organization of works. Lastly, and very importantly, are the guarantee terms that we expect from the contractors – stated Dariusz Kuś, a member of the CPK board overseeing airport investments.
He highlighted that the requirements for contractors include achieving annual revenues of PLN 4 billion for each of the last four financial years, in addition to completing construction and obtaining usage permits for at least two facilities in the aviation sector or non-residential buildings valued at no less than PLN 300 million within the past decade.
He also noted that the presence of experienced personnel is essential – the contract director, construction manager, and BIM coordinator must be proficient in Polish to facilitate the execution of the order.
A significant economic stimulus
As reported, such an approach to large construction contracts under the CPK Program is expected to generate a substantial economic stimulus, increase tax revenues, and provide a significant boost to the labor market.
– The forecasts appear very positive. They suggest that traffic in Poland, particularly in Mazovia, will grow at a somewhat faster rate than previously anticipated. Therefore, we aim for our investment in the terminal building to accommodate potential changes connected to the anticipated increase in air traffic in Poland. We have several scenarios to consider – remarked Dariusz Kuś.
– Currently, we are following the baseline scenario, but numerous signals suggest that the optimistic scenario is attainable – he added.
CPK Airport
The CPK airport is initially designed to accommodate 34 million passengers annually and is structured to allow for expansion without disrupting ongoing air traffic services.
On Tuesday, Prime Minister Donald Tusk announced the commencement of the procedure. He emphasized that the CPK company is to carry out the procedures in a manner that benefits Polish enterprises. In the first stage, the investment amounts to PLN 5 billion, with a total of PLN 30 billion projected.
