„The President of High Bills.” Minister Miłosz Motyka on the Dispute over the Wind Farm Law

The president of high bills fails to grasp that increased and more affordable energy results in reduced costs. This legislation, pertaining to renewable energy sources, encompassed elements relating to biogas, energy cooperatives, and simplified connections, stated Energy Minister Miłosz Motyka during the „Tak jest” program.
While speaking on TVN24’s „Tak jest,” Energy Minister Miłosz Motyka criticized the president for not comprehending the implications of the wind farm bill he chose to veto. He remarked that this action „contradicts the interests of Polish citizens.”
The president vetoes, the government prepares a response
„We’ve clearly articulated that an additional gigawatt of onshore wind farm capacity equates to a decrease of 10, or even up to 20 zloty per megawatt-hour on energy bills. This veto opposes the interests of Poles,” the minister asserted.
He further explained that the wind farm legislation is not merely an implementation of the Green Deal, but a means to secure economical energy. „Is there a Green Deal in Texas? Is there a Green Deal in China? Every nation globally seeks to harness energy from cost-effective sources. Onshore wind energy stands as the most economical option,” he emphasized.
„Poles aspire to benefit from the transformation”
In response to the president’s assertions that he was heeding the voices of citizens who opposed the establishment of wind farms, the minister highlighted that the legislation mandated compulsory consultations, binding decisions from municipal councils, and investment locations solely based on spatial development plans.
„The majority of Poles are in favor of him endorsing this legislation. It’s not just a matter of polls; it’s also because Poles wish to gain from the transformation. Acknowledging this during the consultation phase, we included the issue of land value depreciation within the bill,” he remarked.
„Residents living within a one-kilometer radius of an average 5 MW turbine will receive 100,000 złoty annually to share, or 20,000 złoty per megawatt. We’ve transformed the 10H prohibition rule into 10H benefits, enabling residents to partake in the investor’s earnings while considering objective declines in land value,” Motyka stated.
The government is formulating its own solutions
When questioned about the government’s forthcoming actions regarding the energy price freeze, Motyka revealed upcoming initiatives. „We will devise our own solutions, as we will next week. We will manage and shield Poles from the price hikes that the president is imposing upon us. He not only vetoed the energy price freeze for the last quarter but also the bill that would facilitate more affordable electricity in the near future,” he assured.
He emphasized that the alternative involves „importing coal from Russia and raw materials from abroad, as state-owned companies did in 2016.”
„If the president speaks of energy security, why are other nations investing in both onshore and offshore wind, or nuclear energy, independent of the Green Deal? They aim for self-sufficiency because they are aware that certain countries exploit dependency for economic leverage. We intended to liberate ourselves from this,” the politician remarked.
„The president can rest assured”
Addressing the prospect of drafting two separate bills, the minister noted that the decision remains under consideration by the government, yet the component regarding facilitation for entrepreneurs did not face any objections.
„The president can be assured he will have the constitutional opportunity to endorse the bill. It’s unfortunate he didn’t heed the voices of entrepreneurs, Polish firms, the energy-intensive sector, and associations with which we consulted regarding the provisions. These are not arbitrary provisions; they arise from a report and decisions made by the Polish Academy of Sciences,” he clarified.
In response to the claim that the president prefers to consult with the law’s creators rather than its beneficiaries, the minister countered that the government aims to „consult with entrepreneurs for whom these regulations are designed.”
