9 billion for the construction of CPK TVN24

The Centralny Port Komunikacyjny company announced that it has successfully acquired over 50 percent of the area designated by the location decision for the airport and the western segment of the railway junction.

It has been reported that concerning the location decision for the airport and the western section of the railway junction, CPK has secured 1,283 hectares to date. In total, more than 500 agreements have been finalized under the Voluntary Acquisition Program (VAP), encompassing the purchase of over 1,900 plots totaling more than 1,850 hectares.

The company has indicated that demolition activities are currently taking place on the acquired sites for the upcoming airport.

„Our team is dedicated to ensuring that every interested resident receives a competitive buyout proposal and can take advantage of all the benefits of the Voluntary Acquisition Program,” stated Filip Czernicki, president of the Central Communication Port, as quoted in the press release.

The company also revealed that alongside the PDN – starting in autumn 2024 – it will be purchasing properties under the Railway Voluntary Acquisition Program (KPDN), which pertains to sections of the railway „Y”, specifically the Warsaw – CPK – Łódź route. So far, applications for 190 plots have been submitted in this initiative, representing 95 percent of all eligible participants. Agreements have been reached for 96 plots, equating to over 50 percent of those qualified to apply for the program. To date, several transactions have been completed under KPDN.

Bonuses for property sellers

It was noted that individuals selling their plots and homes through the voluntary process are guaranteed a sale price with bonuses of +40% of the building’s value and +20% of the land’s value. An additional option allows for a valuation based on the replacement value of the property without factoring in depreciation, meaning the company compensates for, for example, a 100-square-meter house from the 1960s as if it were a new one of the same size.

Residents participating in the PDN are also entitled to various benefits, including financial assistance and arrangements for relocating all property by the CPK company, complete coverage of legal support costs for the transaction, and, for those interested, consultations, workshops, and professional training.

The CPK Program aims to establish a central airport situated between Warsaw and Łódź, along with a high-speed rail network. The new airport is designed to initially accommodate 34 million passengers annually and is planned to be adaptable for future expansion based on market demands and development forecasts.

According to the established timeline, construction of the CPK airport in the Baranów, Wiskitki, and Teresin municipalities is scheduled to commence in 2026. By 2031, the airport is expected to receive the necessary certifications, and by 2032, it is projected to commence operations alongside the first segment of the high-speed rail in Poland, connecting Warsaw – CPK – Łódź. The anticipated total investment cost by 2032 is PLN 131.7 billion.
