Starting January 1, 2026, the Ministry of Finance plans to raise the tax rate on winnings from 10 to 15 percent, as reported on the Prime Minister’s Chancellery website.

The Ministry has put forth changes to the Personal Income Tax Act aiming to elevate the flat tax on winnings from contests, games, mutual betting, and prizes linked to bonus sales. The revised rate of 15% will be applicable to winnings acquired in European Union countries or the European Economic Area.

At present, according to the Personal Income Tax Act, winnings from gaming contests and mutual betting are taxed at a flat rate of 10%, which is collected by the organizer for winnings that exceed PLN 2,280.

The regulations also impose taxes on gambling operators, but the percentages differ – ranging from 10 percent for raffles to as high as 50 percent for slot machines, card games, or cylindrical games.

Additional fees increasing

On Thursday, the Ministry of Finance additionally revealed two draft laws related to public health. The first suggests a 15% rise in excise tax on ethyl alcohol, beer, wine, fermented drinks, and intermediate products compared to the rates in 2025.

The second proposal intends to restrict the availability of sweetened drinks by enhancing the so-called sugar tax, addressing the escalating issue of obesity and the associated rise in healthcare expenses.
