Zero percent VAT and PIT reduction in Karol Nawrocki's 'contract with Poles’ TVN24

In 2025, the average personal income tax (PIT) paid by Polish citizens was five thousand złoty, as reported by PITax. This marks a forty-two percent rise compared to 2023.

„The rise in tax payments can be attributed primarily to high inflation and the declining number of individuals exempt from taxation. According to PITax data, the average tax obligation to the tax authority rose from PLN 3,500 two years ago to PLN 5,000 this year,” the report noted. It also pointed out that the percentage of individuals not required to pay taxes at all—due to their income levels and the tax-free allowance—fell from 43% to 33% in the last two years.

On average, two thousand zlotys

The authors of the report highlighted that in the past year, the number of individuals receiving tax refunds decreased by 4 percent, while those needing to pay additional taxes on their annual tax return rose by 3 percent. For those eligible for refunds, the average amount was 2,000 PLN. However, the highest refund recorded was 193,000 PLN.

Furthermore, it was mentioned that Poles still utilize the tax reliefs available to them relatively infrequently. Residents of the Świętokrzyskie Voivodeship were the most active in claiming relief, with 44% of taxpayers taking advantage of it. In contrast, the West Pomeranian and Kuyavian-Pomeranian Voivodeships had the lowest uptake, with only one in three taxpayers claiming their entitled relief.

„Real Losses”

„Polish taxpayers have access to a wide array of tax reliefs and deductions, yet many remain unaware of the benefits they can claim. A significant number do not deduct donations, internet expenses, rehabilitation costs, or fully utilize family deductions. Our analyses indicate that even those who qualify for tax relief often forgo it due to fears of making mistakes or simply lacking the time to claim it. This results in real financial losses for them—often amounting to hundreds or even thousands of zlotys,” stated Krzysztof Biernacki of PITax, as quoted in the report.
