Paulina Hennig-Kloska, the Minister of Climate and Environment, announced on TVN24 that the legislative process regarding the windmill bill should be finalized prior to the elections. She remarked that „the bill has initiated a significant number of windmill rotations.”

On Tuesday, the Council of Ministers evaluated the proposed amendment to the Wind Farm Act and approved it as intended; formal confirmation will occur by circulation by Friday.

The key alteration proposed in the amendment involves the removal of the 10H rule established in 2016, along with the implementation of a minimum distance of 500 m for wind turbines from residential structures.

Hennig-Kloska: a route to more affordable energy

– This is the route to more affordable energy in Poland – the minister stated during the „Rozmowa Piaseckiego” program on TVN24.

– Onshore wind energy is currently the most economical energy source available – the head of the Ministry of Climate added.

When asked about the reasons for the delays, she responded, „We recognized how socially sensitive this legislation is. My intention was to facilitate the production of the most affordable energy in Poland – I was portrayed as a lobbyist, and numerous falsehoods were circulated – she explained.

Hennig-Kloska also shared her thoughts on the president’s decision, stating, „There is always uncertainty regarding whether the current occupant of the presidential palace will sign it.”

She was inquired whether she believed the bill would be presented to the president prior to August 6.

– That is how it should be. This legislation has undergone considerable changes. All signs point to the fact that the work on the bill should be wrapped up before the elections – she stated.

What about electricity costs?

The Minister was also questioned about energy costs this year.

– Since I assumed the role of Minister of Climate and Environment, from the beginning of the year, wholesale energy prices for the economy outside of households have decreased by over PLN 100 per megawatt-hour (MWh). These prices are genuinely declining. The average price over the past 12 months on the wholesale market is approximately PLN 450 per megawatt-hour. The act stipulates 500 – she noted.

– Naturally, companies operate based on previous prices. They enter contracts, and these are forward-looking agreements. Ultimately, these will also be reflected in our bills. I am anticipating a review of tariffs. We have planned for the new tariffs to be calculated by law in the middle of this year. We will see what results they yield. Following that, the government will make a final determination on the course of action after September – she added.

She acknowledged that the government’s aim „is to reduce prices.” She highlighted that the budget has borne the costs of the price freeze. – Let’s be frank – we have paid for energy in two ways – through our bills and taxes to the budget. We contributed 30 billion zlotys from the state budget to our bills; this year it amounts to only 5 billion zlotys. This is also our money, which could be allocated to other essential areas, such as healthcare – she underscored.

She also addressed the carbon dioxide emission tax, referred to as ETS2. This tax may be implemented in 2027.

– We are striving to achieve this (advancing the regulations during the editorial phase) – she stated. When questioned about the likelihood of this happening, she affirmed that „it is.” – At this moment, I would prefer not to specify it in percentage terms, but there is a possibility that this system will be introduced later – she mentioned. When asked how much later, she replied: „I estimate three years.”
