Clean Air 2025. Conditions and rules in the new version of the program

The application period for the updated version of the Clean Air program will commence next Monday. As stated by the National Fund for Environmental Protection and Water Management, the reform of the program has directed assistance towards individuals who are especially at risk of energy poverty and has tightened the criteria for subsidies.
Funding applications can be submitted starting from March 31.

NFOŚiGW reveals the updates in the forthcoming edition of the program. They include:
– mandatory verification of the energy standard before and after the investment, – eligibility for the highest subsidy based on income criteria and the energy standard of the building, – a nationwide network of operators – free assistance for beneficiaries receiving the highest and increased subsidy levels. Program operators, primarily municipalities and provincial environmental protection and water management funds (WFOŚiGW), will assist low-income individuals throughout the subsidy process, project implementation, and settlement. – rationalization of expenses – maximum subsidy amounts for specific types of eligible costs, including unit subsidy caps per square meter of insulation surface.

Clean Air 2025. Who stands to gain?
The Clean Air Program in 2025 will target individuals who are owners or co-owners of a single-family home or a separate residential unit with its own land and mortgage register. The minimum ownership duration must be three years prior to applying for funding. This stipulation does not apply in cases of inheritance,” the National Fund for Environmental Protection and Water Management emphasizes.
Only one subsidy can be granted for each building or residential unit, and beneficiaries may receive it only once.
„The subsidy will be disbursed by the National Fund for Environmental Protection and Water Management either in full or in a maximum of three installments. Only investments in buildings that received a building permit by December 31, 2020, qualify for subsidies. It is permissible to retain fireplaces used for recreational purposes, provided they comply with ecodesign requirements and the anti-smog regulations in effect in the respective area and are not the primary heating source,” the announcement states.
Clean Air 2025. What are the income limits?
The program stipulates three funding tiers based on household income thresholds, which have been raised.
The highest tier covers up to 100 percent of net eligible costs.
„This applies to average monthly incomes of up to PLN 1,300 per person in multi-person households or up to PLN 1,800 in single-person households, as well as for individuals entitled to one of the four forms of benefits specified in the program (i.e. permanent, periodic, family, or special care allowances). The annual income from business activities of the applicant or their spouse can be a maximum of twelve times the minimum wage. The highest funding level is reserved for those classified as energy poor, meaning owners of buildings or premises where the demand for usable energy for heating exceeds 140 kWh/m2 annually,” it was clarified.
The increased tier provides up to 70 percent of net eligible costs.
„This applies to monthly incomes of up to PLN 2,250 per person or PLN 3,150 in single-person households. The annual income from business activities of the applicant or their spouse can be a maximum of forty times the minimum wage,” the National Fund for Environmental Protection and Water Management elaborates.
The basic tier offers a subsidy of up to 40% of eligible net costs, applicable to those whose annual income does not exceed PLN 135,000.
Clean Air 2025. Confirmed energy standard of the residence
According to the National Fund for Environmental Protection and Water Management, the program also mandates a requirement for mandatory verification of the building’s energy standard, both prior to and after the investment.
The following will be utilized for this purpose:
– before the project implementation – an energy audit along with a summary document of the energy audit (which will assess the energy condition of the building and identify necessary work to reduce heating energy demand), – after the project completion – an energy performance certificate (which will verify the reduction in heating energy demand).
„Both documents must be signed by a person registered in the list of individuals authorized to prepare energy performance certificates (…), and should be preceded by an on-site visit. A subsidy from the Clean Air program can also be obtained for the audit and certificate – up to PLN 1,600 in total, ” it was stated.
