E-Delivery System. Polish Post: companies registered in the National Court Register will have to use the system

Poczta Polska reminds that starting from April 1 of this year, businesses registered with the National Court Register (KRS) will be required to utilize the e-Delivery system. This requirement applies to entities registered in the KRS until the end of December 2024.
As noted by Poczta Polska, to access the e-Delivery system, an e-Delivery address (ADE) must be established. This involves submitting an application via the Entrepreneur Account on Biznes.gov.pl, and the document can be electronically signed. Following this, the address must be activated, which will be automatically included in the Electronic Address Database (BAE). The subsequent step is to activate the e-Delivery mailbox; instructions will be sent via email, as indicated by Poczta.
Through the ADE, entrepreneurs can engage in electronic correspondence (which has the same legal standing as traditional registered letters with acknowledgment of receipt) with other entities using the system – as highlighted in the announcement. Additionally, utilizing the ADE box allows for the activation of the Polish Post’s „e-Registered” service. In contrast to e-Delivery, e-Registered is intended for correspondence between private entities, such as between two individuals or between an entrepreneur and an individual – it was clarified.
The e-Delivery system is compulsory in various institutions
As of January 1 of this year, the e-Delivery system has become obligatory for numerous public institutions, including local governments and offices. Several of these entities have faced technical challenges, such as delays of several days for shipments already present in the system, issues with downloading attachments, or missing components in messages, as confirmed by the Ministry of Digital Affairs.

In January, Poczta Polska announced that most of the issues had been resolved. By early February, Patrycja Grebla-Tarasek from the Association of Polish Counties (ZPP) reported that 7% of the parcels dispatched from starosties during the last week of January were still awaiting delivery.
Dariusz Śpiewak, vice president of Poczta Polska responsible for digitalization, informed PAP in February that the primary cause of the delays in e-Delivery during January was improper integration of systems within local government units. He acknowledged that integration issues were identified in 34 out of 200,000 entities, leading to „system jams, similar to those occurring during DDoS attacks.”
E-Delivery system to be expanded in April
At the end of February, Poczta Polska stated its readiness to expand the e-Delivery obligation starting April 1; on that date, several hundred thousand new users will join the system.
E-deliveries serve as the electronic equivalent of traditional letter delivery with acknowledgment of receipt, aimed at streamlining the correspondence exchange among public institutions, entrepreneurs, and citizens.
