The prosecutor's office discontinues the investigation into the former CEO of Orlen, Jacek Krawiec

The Regional Prosecutor’s Office in Łódź has made the decision to terminate the investigation concerning the former CEO of Orlen, Jacek Krawiec. This termination also includes nine additional individuals, such as the previous executive director of marketing at the firm.
According to the announcement, „The Regional Prosecutor’s Office in Łódź has opted to discontinue the investigation against the former President of the Management Board of PKN Orlen SA (now known as Orlen SA – ed.), who held this position until December 2015, alongside 9 other individuals, including former members of the company’s marketing leadership and individuals linked to two marketing agencies.”
„The charges that were previously disclosed pertained to the years 2011-2015. Nevertheless, the evidence gathered in this matter did not substantiate the basis for pursuing an indictment,” it was stated.
What was the proceeding about?
„The investigation that commenced in this case in April 2018 stemmed from a notification from the then-head of the CBA, following an inspection conducted in 2016 at PKN Orlen SA. Concurrent with the CBA inspection, an internal audit was launched at the company after the dismissal of the former President of the Management Board of Orlen in December 2015, as directed by its new management,” it was noted.
Jacek Krawiec served as the CEO of Orlen from September 2008 until mid-December 2015.
„The focus of the proceedings primarily included matters related to the financial settlement of three marketing events organized at the request of PKN Orlen SA by two marketing agencies, specifically the Orlen Warsaw Marathon held in April 2014 and two editions of the Verva Street Racing automotive event conducted in 2014-2015. It also examined two business trips taken by Orlen’s management staff to Montenegro and to the World Championships in Athletics held in Moscow in August 2013,” we read.
As emphasized by the prosecutor’s office, „the notifying party believed that the irregularities allegedly taking place during the settlement of the aforementioned initiatives led to significant financial losses for PKN Orlen SA.”
„The then-President of the Management Board of this Company faced allegations in the investigation of crimes involving exposing it to the risk of substantial property damage due to a lack of oversight in the area managed by the Executive Director of Marketing, along with accusations of managerial bribery,” we read.
The prosecutor’s office also reminds that nine other individuals faced charges in this matter, including breaches of trust and causing property damage. These included the former Executive Director of Marketing, the Director of the Sponsorship and Events Office at Orlen, and the Head of the Event Projects and Social Media Department. „Various offenses concerning property crimes, document authenticity, economic transactions, and fiscal crimes were charged against six additional individuals associated with two marketing agencies,” it was stated.
The investigation was closed
On Tuesday, the prosecutor’s office announced that the investigation had been terminated.
„Although evidence was gathered in this case, which included numerous detailed findings from documents, extensive testimonies and statements from the individuals questioned, documents acquired through international legal assistance, and a total of three expert evaluations in the fields of economic analysis, finance, accounting, bookkeeping, and business management, a thorough and comprehensive assessment did not support the allegations made, thus providing no basis for filing an indictment. This evaluation led to the decision to close the investigation,” we read.
The Prosecutor’s Office wishes to highlight that this is one of the cases critically analyzed in the report regarding the examination of public interest cases, prepared in January 2025 by a group of prosecutors appointed by the order of the National Prosecutor.
„In particular, the existence of grounds to attribute the alleged crimes to the suspects was questioned,” it was reported.
