Deregulation. Rafał Brzoska: the number of bureaucratic absurdities is overwhelming

I feel that there is a broad recognition of the necessity for deregulation that transcends political divides, and I am quite pleased about it, remarked Rafał Brzoska during a discussion with reporters. He noted that „the volume of bureaucratic absurdities is staggering.” The InPost president stated that the government has received the initial 111 proposals for deregulation. – I believe we can resolve some issues in May, prior to the summer recess – commented Prime Minister Donald Tusk.
On Monday, Prime Minister Donald Tusk will convene with social representatives regarding deregulation. The agenda will include a review of initiatives aimed at simplifying regulations.
Rafał Brzoska: we operate in a completely transparent way
– With today’s package included, we have submitted more than 110, precisely 111 (deregulation proposals – ed.) to the government, and we are launching a countdown on our website that tracks 100 days from the submission of these initial 111 proposals on the official government portal – stated Brzoska ahead of the meeting. He further mentioned that over 170 proposals have been submitted through the „SprawdzaMY” platform, where anyone can share their feedback. – We conduct our operations with complete transparency – stated Rafał Brzoska in an interview.
He expressed that „the amount of bureaucratic absurdities is staggering.” – I feel, and it brings me great joy, that there is a widespread acknowledgment of the need for deregulation that goes beyond political lines – he stated. He also mentioned that public opinion surveys support this view.
He stressed his anticipation for political action. „I remind everyone that we are not the ones creating the laws. We merely highlight what should be altered for the benefit of all. I am confident that it will succeed,” he remarked.
– I believe the government has taken the initial applications seriously. We have a rejection rate of 9%. So, I admit it is better than I had anticipated – he underscored.

Prime Minister on deregulation
Prime Minister Donald Tusk announced that the first deregulation measures could be implemented as soon as May. „I think it is feasible to resolve some issues in May, before the summer break,” he stated.
– I must say that we are striving to convert the momentum you have provided with your determination and innovative thinking about deregulation into a European initiative. I have very encouraging news from Brussels, given the capabilities of the European Commission – remarked Tusk, expressing gratitude to the entrepreneurs involved.
The Prime Minister indicated that the draft laws should be collaboratively developed, „not only seeking a parliamentary majority but also fostering a sense of shared interests – beyond divisions, aiming for long-term action.” – In truth, liberating the Polish economy and, more broadly, Polish society from excessive regulations serves the interests of all Poles – Tusk emphasized.
The head of government highlighted that the solutions proposed by the team led by Rafał Brzoska do not solely benefit businesses and corporations. He assessed that the deregulation proposals also address the broader public interest.
– We conversed with the social representatives about the ongoing delays. You suggested a specific timeline, and the social representatives propose to expedite this timeline – Tusk noted. He added that the deregulations expected to be implemented in May will be presented soon.
– I am somewhat familiar with the practices of European institutions and the situation is somewhat similar within the administration of each country; administrations, parliaments, and legislative services are all accustomed to crafting new laws, and even without ill intent, they tend to re-regulate reality – said the head of government. The Prime Minister stated that in the deregulation proposals, he sees „significant effort and thoughtfully considered conclusions that could simplify life for the disabled or low-income families.” – Too often, state assistance is encumbered with excessive and sometimes even demeaning bureaucracy. It is high time for a change – Tusk added.
Prime Minister: We will avoid penalizing taxpayers for inadvertent mistakes
Donald Tusk pointed out that currently, taxpayers in Poland must demonstrate their innocence to tax authorities. – It is not the taxpayer who should be responsible for proving their compliance; instead, the tax office will bear that obligation. If the office fails to demonstrate wrongdoing, the taxpayer is deemed innocent by default – stated the Prime Minister. He stressed: „We will refrain from penalizing unintentional, accidental errors.”
– We discuss these minor errors daily. Accountants, bookkeepers, and small business owners fill out various types of documentation and occasionally make unintentional mistakes, not with the intent to deceive anyone. Therefore, we will endeavor to enact regulations as soon as possible and establish practices that protect against unintentional errors, accidents, and mistakes – he elaborated.
The head of government emphasized that the Ministry of Justice is currently working on modifications in this area. – I wish it to be the case that in the future, an accountant who makes an error would not fear punishment
